MCCD and Propagate: Expanding Access to Cannabis Lending in Minnesota

The Minnesota Consortium of Community Developers (MCCD) works in partnership with its sister organization, Propagate Community Development Corporation (Propagate CDC), to expand access to responsible cannabis lending in Minnesota. 

Propagate CDC is a nonprofit lending entity established to administer cannabis-related loan capital in alignment with state policy and community development goals. Through a grant from the Minnesota Department of Employment and Economic Development (DEED), Propagate operates the CanStartUp loan program, which provides financing to eligible Minnesota cannabis microbusinesses, with a priority focus on social equity and socially and economically disadvantaged entrepreneurs. 

This partnership reflects MCCD’s broader mission to strengthen inclusive economic development by increasing access to capital for businesses that may face barriers in traditional lending markets. 

Roles and Responsibilities 

Propagate CDC serves as the lending institution for cannabis-related loans. It operates under its own loan policies and is governed by its own loan committee, which reviews and approves lending decisions. Propagate is responsible for underwriting, loan approval, and compliance with applicable state and funding requirements. 

MCCD supports Propagate through a management agreement. This relationship allows Propagate to function as a mission-driven cannabis lender while leveraging MCCD’s experience as a statewide intermediary and capacity-building organization. 

Purpose of the Partnership 

The cannabis industry presents unique financing challenges due to regulatory complexity and limited access to conventional capital. The Propagate–MCCD partnership was developed to address these gaps in a structured and compliant manner. 

By combining Propagate’s dedicated lending function with MCCD’s operational and ecosystem expertise, the partnership aims to expand access to capital for eligible cannabis microbusinesses, support compliance with Minnesota’s regulatory framework, prioritize equitable participation in a newly emerging industry, and align lending practices with community development principles.

Propagate Community Development Corporation (Propagate CDC) is a nonprofit lending entity created to expand access to mission-aligned capital for cannabis microbusinesses in Minnesota. Propagate administers the CanStartUp loan program funded through the Minnesota Department of Employment and Economic Development (DEED). 

Propagate operates under its own loan policies and loan committee and is responsible for underwriting, loan approval, and regulatory compliance related to its lending activities. Its work focuses on providing responsible financing options to entrepreneurs operating within Minnesota’s regulated cannabis market, with a priority focus on social equity and socially and economically disadvantaged applicants.
